According to Xinhua news agency, China is in the process of reforming state research fund management. Its aim is to delegate power to independent institutes in order to curb academic corruption and sharpen innovation. In particular, the central government will no longer be in direct charge of research projects but will transfer this responsibility to professional institutes which will manage state funding in a transparent way. China already has such agencies, including the National Natural Science Foundation that was established in 1980s. More similar institute will be created.
